THE Central Council of the GAA meets this afternoon to decide what action, if any, to take over Offaly’s use of six substitutes in their Leinster SFC clash with Kildare at Croke Park.

The main business of the meeting is to agree the text of the rule changes as a result of April’s Congress, but it will also consider the request by the Leinster Council for clarification on the rule governing blood replacements following the game.

The Leinster Council met on May 29 but failed to come to any conclusion regarding the implications of Rule 113 (b), the rule regarding the use of a temporary substitution if a player on the pitch is bleeding.
