When is a rule change not a rule change?

When it is not passed by Central Council as is required by an enabling motion perhaps? Ard Chomhairle hasn’t met in person or online since last month and therefore did not sign off on the new 20-second time limit for kick-outs and punishment of 13-metre free, an amendment to Rule 4.28, that was in operation this past weekend.
