It is not hard to imagine, at Leinster House, Sir Humphrey whispering in nervous ministerial ears this morning: “Steady, minister, there’s no need to rush a difficult decision. There’ll be an election along soon enough; you’ve done more than enough...” What a comfort that must be to a minister with a difficult in-box.

That prevaricate-to-survive strategy has, after all, served minister after minister.
