Funding precious water: Reopen the file

Maybe we have such a cavalier attitude to clean water supplies, because we take it so much for granted that we cannot imagine any circumstances where our use of it might be limited in any way. 

That attitude might be understandable on a wet, Irish January morning. However, it is neither commendable nor rational — or even admirable.
