AT face value, the proposed wording of the referendum limiting rights of children born here to foreign nationals is clear, simple and easily understood.

If accepted, as seems likely, it will clear up certain anomalies in the wording of the Constitution and facilitate publication of new legislation on the immigrant question.

Worryingly, it mirrors a growing Fortress Ireland mentality in the administration, and the likelihood is that new legislation will leave the door open for tougher restrictions in future on the right to Irish citizenship.
