Budget cut dismal in time of need

LABOUR spokesman on foreign affairs, Michael D Higgins, has criticised as a disgrace the Government's decision to cut 32m from the overseas aid budget.

This 8.6% cut was disturbing in itself, but it was compounded by the fact that it provoked scarcely a murmur of disapproval.
