Compo culture - Making the individual responsible

THE current Programme for Government has a number of measures aimed at correcting this country’s so-called “compo culture” in which virtually anybody may be blamed, or held accountable, for the failings of others. This has had a dramatic impact on the cost of insurance, which has knock-on implications for the country’s competitiveness.

No persons under the age of 18 can legally place a bet with a bookie. But the Tote operates under different legislation, which specifies no age limits.

As a result children have been placing bets with the Tote for almost three-quarters of a century.
