The Government is considering imaginative changes to introduce a new approach in relation to the size and payment of fines, as a result of the publication in August of the research study, Imprisonment for Fine Default and Civil Debt.

It found that many of those imprisoned for default in the payment of fines or civil debts tended to be unemployed and financially unable to pay.

At present there is a wide discrepancy in the figures being bandied about in relation to the percentage of people currently in jail for the non-payment of fines, or civil debts.
