Despite the fact that Justice Minister Michael McDowell and his legal advisers concluded in 2002 that serious conspiracies occurred in Donegal, the first Morris report, published a year-and-a-half ago, was allowed by the Government to gather dust.

Yesterday, along with the second report, it came before the Dáil but how they were dealt with hardly reflects the gravity with which they should have been addressed.

What took place in our national parliament could not be described as a debate but a deliberate ploy to facilitate the enactment of legislation that will be largely ineffective.
