IN averring that America will work with the United Nations Security Council to enforce resolutions against Iraq, President George W Bush has recognised the will of the international community to resolve the problem through the aegis of the UN.

In his address to the General Assembly, the day after the anniversary of September 11, he recited America’s indictment of the Saddam Hussein regime.

While he described it as a “grave and gathering danger”, Mr Bush eschewed the belligerence of previous public attacks on Iraq, although he did utter a thinly veiled threat of Iraq losing its power in the event of persistent resistance to resolutions.
