Disability rights - It is time for State to take action

Those representing people with disabilities have been demanding legally enforceable rights for them. Most people would probably agree with such sentiments, but the Government is insisting that the system should ensure financial resources are not squandered on litigation at the expense of services to those with disabilities.

Earlier this week, Fergus Finlay suggested in the Irish Examiner that somebody with statutory powers should be appointed to demand a proper assessment of the needs of people with disabilities and this person should be authorised to demand specific agencies undertake the necessary tasks.

In short, he was calling for an official with the moral authority of an ombudsman not just to investigate, adjudicate and publicise cases, but also to take legal action as a last resort.
