Presidency to test State’s mettle

WITH the dawning of the New Year, Ireland today takes on the presidency of Europe.

Predictably, Italy’s failure to deliver an EU constitution will turn the spotlight on this country’s ability to hammer out a compromise acceptable both to smaller nations like Ireland and more powerful states such as France and Germany.

Given the wide divergence of opinion on key constitutional issues, the presidency could yet be a poisoned chalice for Ireland.
