AFTER a second attempt at drafting a Disability Bill, which proved as flawed as the first, the Government is stubbornly determined to bludgeon it onto the statute books, despite the fact that it is doomed to be ineffective.

Yesterday, with about 100 amendments yet to be discussed, the Government adopted the guillotine tactic to close off any further discussion on this ill-fated bill.

It has been comprehensively condemned by disability groups, some of whom earlier this month withdrew from a consultation forum, and it has been roundly condemned by the opposition parties.
