West must decide on Russian response

With its actions on the Azov Sea over the weekend, coming on the eve of a G20 meeting, Russia and Vladimir Putin is calling the west’s bluff, writes Peter Apps.

When Vladimir Putin opened a new bridge linking Crimea to Russia across the Azov Sea in May, Russian officials said it was intended to integrate the disputed peninsula — seized by Moscow from Ukraine in 2014 — into Russia’s transport infrastructure.
