Three penalty points reports have stark differences

There are interesting — and stark — differences between the three investigations into the penalty points saga.

The Garda Inspectorate’s report, published on Tuesday, follows that of the Comptroller and Auditor General last September, and the internal Garda O’Mahoney inquiry last May.
