Might of US and Russia could halt ISIS

Does British Prime Minister David Cameron believe America and Russia, with their powerful, regional allies, could enforce a ceasefire between Assad and moderate rebels, quite soon, if they wanted to?

Among other things, they supply 80% of the total weaponry used in the war.

If so, why is it not happening?

If a ceasefire was achieved, the Syrian army, backed up with the full panoply of American and/Russian war technology, could lead the assault on Isis in their country.

No other army can do that in a way that ensures stability in the country post-ISIS.
