Irish Water’s registration and grant figures don’t add up

In July, the Irish Examiner reported that 1.3m households had registered with Irish Water.

Another article on Thursday stated that the Department of Social Welfare had sent out only 770,000 letters regarding the water conservation grant.

If Irish Water’s figures, as reported in July, are to be believed, why has the Department sent out less than two-thirds of the letters due to those legally entitled to the water conservation grant?
