Is Varadkar more worried about leadership ambitions?

Health Minister Leo Varadkar leads a charmed life. 

Over the past 20 years, each incumbant of this ministry has been under pressure, politically and from the media.

So how has Varadkar escaped scrutiny of his performance?

He comments on every aspect of government, except health.

The minister did, however, say that health needs a long-term plan.

What exactly does this mean? That he has a plan? That he is thinking of a plan? That he hopes a plan will arise from somewhere?

Perhaps Minister Varadkar does not want to produce a plan, for fear that it would fail and damage his leadership ambitions?
