How can the Government claim charges are just?

I live in a modest three bedroom home just a couple of miles from where I was born and raised. That happens to be in the area of Dun Laoghaire Rathdown. For that privilege, I must pay €497 in property tax — a figure that will no doubt increase. 

How can the Government claim charges are just?

Does this include a contribution for water? No. However, 40% percent of my €497 does go to funding the services of Donegal County Council. Fair and equal treatment for all?

It is clear to see why many see water charges as a classic Fine Gael attack on urban life. Had Phil Hogan employed the services of Revenue to collect the septic tank charges perhaps urban dwellers would not have to further fund services in rural Ireland?
