Driving licence renewal a bureaucratic mess

I applied to have my driving licence renewed.

Step one: print out form D401 — three A4 pages. Step two: attend office; old driving licence photocopied twice —two A4 pages. ID photocopied —one A4 page. Surrender of truck and bus category — one A4 page. Receipt issued — one A4 page. Result: one driving licence application. Eight A4 sheets of paper required, eight A4 sheets constitute a file, a file requires a file holder, a file holder requires a filing cabinet, a filing cabinet will require a filing-storage facility, a filing-storage facility will require a file-recovery system. Physical storage will be indefinite in a secure location. All this in a digital age.

I will sleep well tonight, knowing that our country is run by minds as creative as those that designed this system. With such enlightened thinking is it any wonder that the world is using up more resources than it is capable of producing? What were the designers of this system thinking, or were they thinking at all?
