Dangerous cyclists

I pose the question should cycling clubs become subject to Road Tax?

It is disgraceful that almost every weekend motorists are put in very dangerous positions by cyclists in large groups taking up the width of a car and pushing motorists out on the other side of the road, to pass them out. This practice must be stopped, or let the cycling clubs pay road tax.
