Does HSE have the ability to do the job properly?

The RTÉ report on the standard of care (or the lack of) in creches raises a stark and pertinent question, given that créches which repeatedly breached regulations received clean bills of health (and funding) from the HSE.

Either the HSE inspections were not carried out, or they were not carried out properly or carefully, or the HSE inspectors did not have the ‘capacity’ (for want of a more accurate word) to do the job properly.

Who will ‘check the checkers’, and who will ‘mind the minders’ of the nation’s children?
