Why the surprise over Shortall resignation?

I am amazed so may people are saying they never saw the resignation of Roisin Shortall coming.

Why not? This lady was obviously seriously frustrated with the lack of support for the work she was doing and the policies she was trying to implement.

Roisin Shortall is obviously a person of integrity, a quality not shared by many of her colleagues.
