Scorched earth policy

IS our government conducting a “scorched earth” policy? It seems like a army in retreat, destroying any advantage for the victor, thereby ensuring that an incoming government will never deliver any prosperity.

The Irish Free State began with the disadvantage of stripped assets. It took decades for its people to enjoy any sort of prosperity. The clock has been turned back without any democratic mandate.
