Driving dangerously - Why not a ban for texting?

We are all familiar with the drivers we see texting, sometimes even with children in the car, sometimes drinking a coffee as well. Does this happen because of indifference or ignorance? Or, does this happen because there are not effective deterrents?

A report published in America yesterday warned that texting while driving increases the risk of a crash or a near crash more than 23 times. This is emphatic and quantifies clearly the threat posed to innocent road users by those who insist on texting while at the wheel.
