Time to move on
If a no result was not catered for, what was the point of the referendum? As I understand the outcome of a no vote, as presented to the electorate before polling, it meant there could be no possibility of a second referendum and unless all 27 member states ratified the treaty, then it was dead. Given that politicians are now running about like headless chickens, sounding off about “uncharted waters”, surely the answer is clear. As in the famous Monty Python sketch, the proverbial parrot is dead. Please move on.
