Who sets the policy?

THERE is no doubt now that the granting of permission for the Poolbeg incinerator was out of the control of An Bórd Pleanála and the Environmental Protection Agency (EPA).

Instead the decision was based on “Government policy”.

We are now on the third Environment Minister in six years — Cullen, Roche, Gormley — all controlled by a “Government policy” which has not changed. Who dictates to these ministers (or should I say puppets)?
