ENVIRONMENT Minister John Gormley wants to fine gum-spitters while Justice Minister Brian Lenihan wants to incarcerate drug-users.

Instead of expensive jail time, let the drug offenders clean the gum off the streets and use the fines collected from the gum-spitters to fund rehab centres for the drug-users.

Two problems solved at minimal cost to the State.
