Defining neutrality

JASON FITZHARRIS (Irish Examiner letters, February 5) has a narrow notion of Irish neutrality.

He specifically singles out its wartime manifestation: non-belligerence.

But he rules out its peace-time partner: non-alignment. Yet both are essential.
