THE announcement yesterday by Taoiseach Enda Kenny of an external investigation into the latest Garda controversies was probably greeted with wry, knowing smiles in the officers’ mess in the Garda Phoenix Park HQ.

However, it will do very little to restore faith in either the force or the idea that it might ever be reformed. That fact that Mr Kenny, and possibly Justice Minister Frances Fitzgerald — maybe even Commissioner Nóirín O’Sullivan — may not have to deal with the findings of that review deepens scepticism around the predictable, kick-the-can-down-the-road response.

There are myriad reports on our police force, each greeted with enthusiasm by the government of the day, but quickly forgotten once public attention moves on. The latest scandals are as simple as they are complex: gross ineptitude was either exacerbated by dishonesty or not. Even if there is nothing more than slapdash administration involved there should be immediate consequences. An investigation that might not report until the main players are sunning themselves in pension Nirvana is another sad abrogation of leadership.
