What a busy corner of the city will look like if a new apartment block goes ahead close to the Elysian Tower is revealed in virtual images contained in Cork City Council’s planning documents, published on Friday.
The proposed 147-unit development will transform the 0.4552ha site at Anglesea Terrace and will include a 16-storey block just slightly lower than the 17-storey Elysian. As well as apartments, the proposed scheme will include a cafe/restaurant unit and two office/retail units.
All existing structures on the site will be demolished to make way for the development, including four buildings and boundary walls. A car park — used by City Council staff — will be removed too.
The apartment block will include 72 one-bed and 75 two-bed units. Open communal space for the residents will include an external courtyard, a linear western park and a rooftop terrace on the seventh floor.
Buildings will range in height from two to 16 storeys and will be sympathetic to surrounding properties such as St Joachim and Anne’s, a striking 19th-century protected redbrick structure to the west of the site. The site is bounded to the north by Old Station Road, by the South Link Road to the east and Anglesea Terrace to the south.

The Part 8 planning — which councillors will vote on — is the result of a partnership deal between the Land Development Agency (LDA) and the City Council.
Council assistant chief executive Brian Geaney said it was the first direct partnership between the city council and the LDA.
“It is another demonstration of the city council’s commitment to delivering quality housing, especially in strategic city centre locations, in line with its vision to encourage sustainable urban living.
“We look forward to working with the LDA on the project to deliver the new homes as quickly as possible,” he said.
The plans will be available for inspection from today, Friday, October 24, until Monday, November 24, 2025 · online at http://consult.corkcity.ie/ · at the offices of Cork City Council, City Hall, Anglesea St between 10am and 4pm Monday to Friday, excluding bank holidays by appointment only.
The closing date for submissions and observations is Monday, December 8, 2025 at 4pm.
The submissions will be analysed and responses will be provided in a report which will be prepared for city councillors early in 2026.
