Seriously ill Romanian man loses appeal over refusal of disability allowance

A Romanian man who lived here for three and appeal over being refused disability allowance here.

The man is now seriously ill with MS, needs 24-hour care, is physically unresponsive and has been cared for by his mother in Romania for some six years now.
