The Finance Minister Michael Noonan has hit out at budget controls in the health system.
Minister Noonan has also expressed his surprise at the HSE demand for nearly €2bn more in funding for 2016.
It's already expected to run up an overrun of €500 million for 2015.
An OECD (Organisation for Economic Co-operation and Development) report found that Ireland spends more than other countries on health, but gets a poorer result and Minister Noonan has said this shows that something needs to change.
“It tells me that the budget controls in the health system are inadequate, the manner in which resources are allocated aren’t done in the most efficient way and I would like to see tighter management,” Minister Noonan said.
