Finance chief: Ministers were warned over giveaway budgets

The chief economist at the Department of Finance said ministers were warned about the dangers of giveaway budgets throughout the 2000s.

Despite warnings, he said the Budgets delivered by successive ministers were inevitably more of a giveaway than they should have been.
