Fianna Fáil Spokesperson for Health Billy Kelleher said free GP care should be in place already.

"We have this continual spin from the Minister for Health with regard to things he intends to do. What we'd like to see is things being done," he said.

"(We'd like to see) an impact on people's lives in quality of care and enhanced health services and fulfiling the commitments made in the Programme for Government.

"That clearly should be the Minister's priority as opposed to making himself central to the whole story as if he's just an observer."
