Hogan refuses to comment on Kelly's criticisms of water charge set-up

Phil Hogan is refusing to comment on complaints that he made mistakes in his handling of water charges.

Now an EU Commissioner, Mr Hogan would not be drawn on the comments by Environment Minister Alan Kelly.
