Kelly: Any govt avoiding plebiscite on Irish Water would have to answer to people

The Environment Minister Alan Kelly has admitted that any future government could avoid a plebiscite on Irish Water.

But Minister Kelly says if any government wanted to avoid it, they would have to answer to the public who elected them.
