Kelly: Phil Hogan could have done a better job on water

The Environment Minster said his predecessor Phil Hogan "could have done better" on the issue of Irish Water.

In a major climb-down by the coalition, Alan Kelly yesterday unveiled new lower water charges and confirmed that metering won't now happen until 2019 at the earliest.
