O'Dowd: I told them Irish Water would be unmitigated disaster

The politician formerly responsible for Irish Water has said he could have avoided the issues the Government is now trying to fix, but he was not listened to.

Fergus O'Dowd said he warned the Government about most of the problems it is now trying to repair.
