Aiken: Standard practice to sell tickets before applying for licence

Aiken Promotions says it followed the correct licensing process under current regulations for the Garth Brooks concerts.

It says it is standard practice to inform the licencing authority, announce the event and put tickets on sale, before submitting a detailed licence application.
