It represents a potential loss to the Exchequer of €119,000.
Officers made the discovery at two separate locations - a premises in North County Dublin and at the Dublin Airport Cargo Terminal.
The Palace, Gold Classic and Silver Arrow brand cigarettes arrived in from Greece, labelled "machine parts and advertising material".
It follows the arrest on Monday on a 27-year-old Moldovan man, who attempted to smuggle 16,000 L&M brand cigarettes through Dublin Airport.
They were found in his baggage as he arrived from Istanbul.
