Minister for Public Expenditure Brendan Howlin has played down concerns about slow progress in the Government's plans to reduce the number of State agencies.

A total of 48 State agencies were earmarked for closure or merger last year, but newspaper reports claimed just 17 of those would complete the process by the end of 2012.
