The Tánaiste Eamon Gilmore has said the "other context" to the row that led to the resignation of Roisin Shortall was the state of the country and the need for stability in Government.

The Labour chairman Colm Keaveney wrote to Councillors and Local area reresenatives saying the issue could not be dealt with publicly.
