A junior minister has confirmed that foreign banks operating in Ireland may not be forced to comply with any new laws brought in to ensure banks pass on interest rate cuts to their customers.

Brian Hayes made the comment after the Taoiseach yesterday directed the Financial Regulator to investigate whether failing to pass on ECB decreases is "anti-consumer".
