Hogan: Flat rate household charge agreed 'in principle'

The Environment Minister Phil Hogan is insisting a new flat rate household charge has been agreed "in principle" by the Government and will be introduced from January 1 next.

Mr Hogan's comments come after days of confusion which has seen various members of the coalition taking differing stances on the issue.
