No change in moratorium, Minister tells teachers' conference

Education Minister Ruairi Quinn has today confirmed that the public service moratorium on filling promotional posts in schools will not be lifted.

Minister Quinn made the statement during his address at the Teachers Union of Ireland conference in Kerry this afternoon.

The TUI says the loss of special duty teachers and assistant principals has resulted in a rise in bullying and absenteeism.

Minister Quinn said that the decision will not be changed, however.

"There has been a pattern in the past of automatically assuming that more money will be made available," he told Radio Kerry.

"I’ve outlined the reason why that’s not be the case indeed, why that has to change.

"But that doesn’t mean that the education system doesn’t continue to deliver good results and equip students for adulthood and that will continue

"I’ve every faith that, working together, and bringing in the reform that the system needs, that we can manage more with less."
