A report by the Mental Health Review Board is raising concerns that legislation to enforce conditions of discharge for patients has not been enacted.

The group's annual report for 2009 highlights that while most patients are not suitable for release, there are some people who could be discharged from the Central Mental Hospital if the Government addressed the issue properly.

The board reviewed 167 cases in 2009, a rise of 11% on figures for the previous year.
