Academic warns of delay in bill of rights

A decade-long effort to create a bill of rights for the North could be wasted if the British government does not make speedy progress, an academic and member of the Human Rights Commission said today.

There is cross-community support for legislation despite some areas of disagreement, Professor Colin Harvey added.
