Carlow County Council is set to come in for criticism in a damning report due to be published later today which exposes a raft of planning failings.

The Irish Independent reported that it has seen a confidential internal document, ordered after several complaints were made against the local authority.

County manager Tom Barry issued a statement to councillors last night, in which he said "irregular practices need to be addressed and eliminated".
