The Taoiseach has refused to confirm that a property tax will be included in December's Budget.

Brian Cowen said that a site value tax is one of the commitments in the Programme for Government and that a property levy is recommended by the Taxation Commission.

It is reported today that a self-assessed tax is being considered, with homeowners being expected to pay between €250 and €3,000, depending where they live.

The Taoiseach has told the Dáil that no decision has been made, but that a tax is being considered.

"The Minister for Finance will consider the position…We want to have a clear view of the impact any such proposal would have," he said.
